ENDLESS REQUEST TO RAILWAY AUTHORITY [INDIA] BY A HEMAPARASIS PARALATIC DISABLED (60%) WHO CANNOT MOVE WITHOUT AN ESCORT - FOR ALLOWING HIS ATTENDENT / ESCORT TO TRAVEL ALONG WITH HIM
All my friends at DIF, Facebook, Twitter, My Space, and others Disabler's Forum round the world may kindly see this article for information only. Now I am sure that railway authority that did not even acknowledged so far the receipt of my appeal at their office as a mark of respect to Paralyzed Disabled Sr.Citizen and ex member of railway family, may be able to draw attention of railway board to consider my case as a special case on humanitarian grounds. However I had issued 25 reminders so far and will continue up to 1000 reminders so that a new world record may be registered against my name. Issue of reminders will be stopped as soon as railways express their inability to consider the case of an extreme disabled person on humanitarian grounds. - Chinmay Kar 18-04-2010

But for acute physical constraints prevailing I would have personally attend you to submit the following for your humanitarian consideration and suitable orders.
This is to inform that I am a poor Retd. Central Govt.Servant (Rlys), 64+ aged old Hemiparasis Disabled (60% assessed by Handicapped certificate issuing authority of Govt. Depts., right side of body fully paralyzed) patient having burden of maintaining family of wife, unemployed children's and comparatively very expenditure towards medical expenditure including a rental accommodation at South Kolkata for treatment purpose beside my permanent residence at Bongaon 80 km away, with meager pension in these hard days. I am totally dependent on others in respect of my minimum requirements of a human being except that I can only use internet / computer with my unusual left hand for communications, voluntary social services(NGO) without any remuneration to the extend possible and amusements etc. for remaining days as I cannot move out side freely for what so ever purpose. As internet has become an essential part of remaining days of my life and though financially not in a sound position but had to avail Broad Band connection. Computer and internet has become life line of this old disabled person.
Although acute constraints prevailing I am rather carried to visit various religious places in the country once or twice in a year on the strength of privilege 1st class (Post Retd.Com) Rly. Pass granted to me along my family members viz. very sickly wife aged 58 yrs, u/m daughter with poor health aged 33 yrs. We had bitter experiences during our last visit to South India in respect of my personal as well as wife's care in every aspect owing to disability and disabled and extreme safety reasons for want of official attendant. Official attendant using Rly. pass had to stay away from us as he had to travel by 2nd class and as such no useful purpose is served. Disabled people like me require at least 2 attendants while in a mobile unit. In my case out of 2 one is available from family members for extreme personal purpose but shortfall of another attendant can be solved if my official attendant is allowed to travel in the same class / compartment along with me.
Under the detailed circumstances narrated at above it is urged upon that my attendant may be allowed to travel with me in same class during journey for taking necessary care in all respects as required for a paralyzed disabled person like me. Although my physical disability can be well assessed by every one openly & requires no certificate to prove but I do hereby declare that I will carry the Handicapped Identity Certificate including duly constituted Medical Board's 60% disability assessment certificate issued by W.B Government in pursuance with directive of Govt. of India bearing No. 2567 dated. 09.02.2004 (Valid up to 09.02.2014) and the same will be produced to any inspecting authority of the government on demand. Considering the constraints I may kindly be exempted to appear before any medical authority from time to time to receive concessions etc. and oblige. Details of particulars as may be necessary are all submitted in the statement enclosed as ANNEX to this mail may be seen. Assured that scan copy of documents may be sent if demanded.

Again time to time reminding this case have become necessary for this Hemaparasis Disabled(60%) right side of body fully paralyzed, cannot move out side to chase a case at different office as his prayer is not receiving attention by the Railway Administration probably due to very much tight schedule now a day.
The basic prayer is to allow his attendant / Escort free to travel in 2nd class may be allowed to travel along with his extreme disabled person who cannot move for what so ever purpose, a Comp. Rly Pass holder as detailed in his earlier prayers. The prayer is made on Humanatarian Ground and as a Special case considering the difficulties explained in details.
Hope this disabler’s case may get humanitarian consideration at any moment and his prayer is approved. Thanking you all. Yours faithfully,
